The formal signing of the agreements now means that new contractual conditions come into force, with the exception of retroactive monetary provisions. The Ministry of Finance now has 180 days to implement wage increases, wage adjustments and allowances. As explained in the contract ratification kits, PSAC negotiated a lump sum payment of $500 for members of these new contracts, given this expanded implementation schedule, which is normally 90 days. PSAC and treasury Board today signed new collective agreements for the Education and Library Sciences (EB) and Operations Services (SV) groups, which were ratified by members on September 29 and October 5, respectively. The two collective agreements represent more than 10,000 employees of the federal public service. PSAC has just signed collective agreements for approximately 90,000 federal public service employees. PSAC is committed to continuing to insist on improvements and to oppose the concessions of the EB collective agreement. Most of our members are covered by negotiated agreements between the Treasury Board and our negotiating partner, the Public Service Alliance of Canada.

PSAC combines similar classification groups. The following lists indicate which classifications belong to a particular group. Please note that the Board of Directors moves away from the “Table” nomenclature and identifies employees as members of the group. Collective agreements will not be updated until they formally enter into force, after both parties have “signed” the document in question. In the coming weeks, PSAC will meet with representatives of the Ministry of Finance and the rating agency to sign the new collective agreements. With the exception of retroactive monetary provisions, new contractual terms come into effect on the day of signing. When THE PSAC negotiates collective agreements with “separate employers,” these contracts are also taken into account. Members of the Canadian Food Inspection Agency (CFIA) have also recently ratified their preliminary agreements.

PSAC is working with both agencies to finalize the text and salary schedules for the new agreements and expects to sign the new agreements in the coming weeks. We are nearing the end of the voting period to ratify the new interim agreements for the PA, TC, EB, SV and PSAC-UTE groups. The PSAC held ratification votes for pa, TC, EB and PSAC-UTE members between August 24 and September 29, and from August 31 to October 5 for SV members in each psac region.
